Speed Limits to be Reduced on Nearly 200 Miles of L.A. Streets

In an effort to reduce the risk of traffic fatalities and severe injuries, Mayor Eric Garcetti on Monday authorized speed limits to be reduced by five miles-per-hour on 177 miles of streets throughout Los Angeles.

“Nothing is more important than the safety of our residents, and we need every tool at our disposal to ensure every decision we make prioritizes their well-being,” Garcetti said in a news statement. “The ability to manage speed limits locally is critical to reducing the risk of fatalities and serious injuries, and after a long fight at the state and local levels, this ordinance will help make our streets safer for everyone who uses them.”

The Los Angeles City Council unanimously approved the proposal last month. Now that Garcetti has signed it into law, the ordinance will take effect a month after its publication, CBS Los Angeles reports.

The change was made possible following the passage of Assembly Bill 43, which took effect on Jan. 1 and gave local jurisdictions the authority to set “safer speed limits on certain streets.” Before the passage of AB43, cities were required to conduct a “speed survey” to measure the typical speed of the majority of vehicles in order to set an enforceable speed limit, KTLA reports.

“The City of Los Angeles was forced to increase speed limits across the city because of an arcane state law that allows speeders to set the speed limit,” Assemblymember Laura Friedman (D-Glendale) said in a statement.

“It’s a flawed policy that’s had devastating consequences,” she continued. “Recklessly fast driving has only increased, resulting in a 21 percent uptick in traffic fatalities in the city in 2021. Los Angeles was instrumental in helping me modernize the law with the passage of AB 43, and I appreciate the city’s quick action to restore safe speed limits across the region.”

Many of the streets impacted by the new speed limits are areas where the city has seen the most traffic fatalities and severe injuries or heavily-trafficked pedestrian and bicycle routes.

“A person struck by a vehicle going 35 mph has a 68 percent chance of
survival,” the department of transportation said in a statement. “The survival rate plummets to 35 percent if the vehicle is going 40 mph.” A majority of the speed limit changes have been reduced to 40 miles per hour or lower.

The department of transportation estimates that the costs for replacing speed limit signs will be $52,282.
