Future riders on the Expo Line can almost smell the salt air. Test trains have been rolling from Culver City to Santa Monica since last summer, and Metro expects the first paying passengers to arrive in May. The extension will be finished in (let Ask Chris do the math) about two-thirds the time it took to complete the first half of the line. The steel wheels are not rolling as fast downtown, where the streetcar project has been stuck in the not-jolly funding phase for eight years.
