The good news for renters is that most pre-1980s apartment buildings along the beach south of Malibu to LAX fall under the Rent Stabilization Ordinance. While Santa Monica allows empty units to be listed at the market rate, the city protects tenants from eviction and restricts rent increases to less than 1 percent.
